Sherrill has over twenty-five years of public sector executive search experience. She began her career in executive search in 1998 and from 1999 to 2004, Sherrill was an executive search consultant with MAXIMUS, a leading government consulting firm which assists state, federal and local governments. In 2004, along with Eric J. Middleton, she founded Alliance Resource Consulting LLC.
Since 2007, Sherrill has been instrumental in expanding the organization’s presence in the Silicon Valley, Tampa (FL) and Sacramento (CA). She fosters an environment of frequent communication to both clients and candidates as well as ensuring transparent and ethical recruitments on a timely basis. Her leadership and collaborative skills have led to an impressive hiring and retention rate.
Sherrill’s track record of recruiting high-profile government executives across the nation in various industries include: city and county management, transportation, utilities, human resources, library services, building and planning, economic development and pension and retirement systems. Past clients for nationwide recruitments have included the City/County of San Francisco (CA), the County of Los Angeles (CA), Arlington County (VA), Broward County (FL), the City of Atlanta (GA), the City of Alexandria (VA), the City of Boston (MA), the City of Dallas (TX), and the City of San José (CA). Past retirement systems, she has recruited for are: Contra Costa County Employees Retirement Association, Fresno County Employees Retirement Association, Kern County Employees Retirement Association, Marin County Employees Retirement Association, Santa Barbara County Employees Retirement System, and Sonoma County Employees Retirement Association.
Additional areas of expertise include: facilitating community forums and outreach meetings, conducting multi-lingual citizen surveys and compensation and benefits negotiations.
Sherrill graduated from the University of Southern California, with both a Bachelor of Arts degree in Communication Arts and Sciences and a Master of Public Administration degree. She is a member of USC’s Town and Gown and the Society for Human Resources Management. She is based out of Los Altos, CA and enjoys spending time with her family.

David has been with Alliance Resource Consulting for more than 13 years, working with clients and candidates nationwide. He is the lead recruiter in many local and county government recruitments including those in the maritime and transportation sector, bringing his more than 20 years of experience as an Executive Port Director with him. His lifelong experience working with and for local and county governments as well as state and federal officials is what he draws on in finding the right candidate for our clients. David is very familiar with public records and disclosure requirements and works seamlessly with the client and candidate when it comes to ensuring confidentiality while respecting the rules and regulations.
During his maritime career, David served a seven-member elected county commission. He worked frequently with the Florida State Legislature and with Congress on matters of local and national significance. During this period, he also served as the chairman of the Florida Ports Council for 10 years and three terms on the Board of Directors for the American Association of Port Authorities (AAPA).
David holds a Master of Business Management degree from the University of South Florida, a Bachelor of Arts degree from Florida International University and the Professional Port Manager (PPM) certification from the AAPA.

Wes is an accomplished executive recruiter specializing in local government placements, with extensive experience in law enforcement, public sector management, and private sector leadership. With more than 16 years of leadership in municipal policing in Northern California, he has spearheaded strategic initiatives and personnel selection to bolster public safety and operational excellence. His career includes launching specialized units, fostering public-private partnerships, and leveraging technology to advance policing practices, all while managing high-profile initiatives and diverse teams.
Before transitioning into law enforcement, Wes spent over a decade in the private sector, leading approximately 100 executive, department head, and technical recruitments for local governments on the West Coast. His ability to identify and align talent with organizational needs has helped his clients build strong, effective leadership teams. Wes’ deep understanding of public sector challenges and needs, coupled with his extensive network and relationship-building skills, has positioned him as a reliable partner who can navigate complex organizational landscapes and connect clients with exceptional leadership talent.
Wes holds a Master of Science in Law Enforcement and Public Safety Leadership from the University of San Diego and a Bachelor of Science in Economics and Business Administration from Saint Mary’s College of California. His forward-thinking approach and dedication to impactful public sector solutions make him a trusted partner in advancing the leadership and effectiveness of local government.
Manager
Syldy joined Alliance Resource Consulting in 2008. She works on profile analysis, candidate recruitment and screening, and background checks. Her consulting work specializes in city manager recruitments, as well as information technology, community development, and utilities. Past clients in California have included the Cities of Cypress, Gardena, El Segundo, Mission Viejo, Pasadena, Redlands, San Juan Capistrano, Stanton, and Stockton.
Previously, Syldy worked for STAR Marquez, a nonprofit educational organization which provides enrichment programs to kindergarten aged children in public schools. During her time at STAR, Syldy managed multiple enrichment programs. Syldy also was the Citibank Summer Research Intern for United Way of Greater Los Angeles. She was responsible for researching the unbanked and underbanked population in Los Angeles for Citibank.
Syldy has a Master of Public Administration from the University of Southern California, and a Bachelor of Arts Degree in Art History from the University of California at Los Angeles. At USC, she was the Marketing and Fundraising Co-Chair for the Graduate Policy and Administration Community (GPAC). In addition, Syldy is a member of the UCLA Prytanean Alumnae Association, serving as the Benefit Chair, the Scholarship Chair, and is presently the Second Vice President of Membership for Prytanean. Syldy’s volunteer interests include fundraising and marketing.
Senior Consultant
Prior to joining Alliance in 2017, Sheryl served as the Community Relations Manager for the City of Lakewood, CA for 21 years. In that role, she worked to engage with residents, as well as business leaders, elected officials, public safety officers and other stakeholders on a variety of city priorities. Working closely with the mayor and city council members, Sheryl helped to plan and present numerous annual special events, as well as public information campaigns and community building activities to strengthen the relationship between the citizens and city hall and to create a solid network of stakeholders and community activists.
A native of California, Sheryl received her undergraduate degree from the University of California, Davis and a master’s degree in Political Science at the George Washington University in Washington, D.C. She joined the Lakewood city staff after two years as a Field Representative for the late California State Senator Cecil Green.
Sheryl is active in her community, supporting many local and national charities. She has co-chaired fundraising events on behalf of the Long Beach Cancer League/American Cancer Society, Long Beach Ronald McDonald House and Jewish Family and Children’s Service. Sheryl’s husband is a former city manager in Los Angeles County, CA and they have two adult children.
Research Consultant
Richard joined the Alliance Resource Consulting team in 2005 as a researcher and analyst. Throughout his tenure with Alliance, Richard has worked on a multitude of recruitments from all areas of the public sector. Richard has an exceptional track record of thoroughness and professionalism in candidate sourcing, background research and in general recruiting.
Richard is a graduate of Northwestern University with a Bachelor degree in History.
Special Projects and Graphics Manager
Linda joined Alliance Resource Consulting in 2008. Linda is responsible for profile, advertising and marketing graphics, preparation of proposals, marketing presentations, client reports and candidate sourcing and scheduling. In addition to her client responsibilities, Linda assists with contract management, budgeting and client billing. She provides excellent customer service to our clients and candidates. Along with her special project responsibilities, Linda also handles the technology aspects of the office, including candidate help desk issues, as well as managing the resolution of any interoffice IT concerns. Prior to joining Alliance Resource Consulting, Linda worked in the fields of sales and marketing.
Linda is a graduate from California State University, Long Beach with a Bachelor of Science in Business Administration. Linda is also bilingual and speaks Khmer.
