Sherrill Uyeda began her career in public sector executive search in 1998 with Norman Roberts & Associates, Inc. From 1999 to 2004, Ms. Uyeda was a consultant with MAXIMUS, a leading government consulting firm. In 2004, along with Eric J. Middleton, she founded Alliance Resource Consulting LLC. Ms. Uyeda has over thirteen years of public sector executive search experience and has completed over 450 recruitments.Ms. Uyeda has a proven track record of recruiting high-profile government executives across the nation. David L. McDonald has over 36 years of continuous experience in the Maritime Industry. Mr. McDonald served as the Executive Director for Port Manatee, Florida for over 20 years. During his tenure, Mr. McDonald administered a $250 million dollar port expansion project while limiting local investment to approximately $20 million. Completion of the project resulted in a 50% increase in cargo moving capacity. Through January 2012, Mr. McDonald directed the ongoing $750 million “North Port” expansion at Port Manatee. Mr. McDonald administered the most successful seagrass transplant and mitigation effort in Florida’s history and implemented a 3,500 acre inland port “Encouragement Zone” (EZ) to encourage public/private partnerships.
Mr. McDonald has worked with the State of Florida's state legislature and Congress on Maritime matters of state and national significance and has served an elected seven member Port Authority. Mr. McDonald served the Florida Ports Council (FPC) as chair for ten consecutive years, three terms on the American Association of Port Authorities (AAPA) Board of Directors, chairman for Florida Ocean Alliance, and chairman for Florida Ports Environmental Committee.
Mr. McDonald has a Professional Port Manager certificate from American Association of Port Authorities, a Master of Business Administration from the University of South Florida and a Bachelor of Arts Degree from Florida International University.

Cindy Krebs has more than 25 years of experience in the public sector, working with a variety of agencies on complex transportation, community development, and environmental projects. Key clients and employers have included the Orange County Transportation Authority, City of Irvine (CA), City of Santa Ana (CA), John Wayne Airport, Long Beach Airport, Southern California Association of Governments, City of Fullerton (CA), City of Newport Beach (CA), County of Orange (CA), King County (WA), City of Maple Valley (WA), City of Kent (WA), and City of North Bend (WA). Ms. Krebs has also worked closely with a variety of state and federal departments and regulatory agencies including the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), United States Environmental Protection Agency (EPA), California Department of Transportation (Caltrans), California Air Resources Board, and South Coast Air Quality Management District.
A highly skilled project manager and presenter, Ms. Krebs has gained critical community and elected official support for freeway/roadway improvement, airport expansion, transit system, grade separation, parking expansion, new development, redevelopment, and community reinvestment projects. Ms. Krebs has been instrumental in obtaining state and federal approval, environmental clearance, and funding for such projects.
Ms. Krebs graduated from Baker University with Bachelor of Art degrees in both Communications and Spanish. She is also a graduate of CORO’s Orange County Leadership program. Ms. Krebs is fluent in Spanish and can also read and understand French and Italian.
Syldy Tom joined Alliance Resource Consulting in 2008. She works on profile analysis, candidate recruitment and screening, and background checks. Her consulting work specializes in city manager recruitments, as well as information technology, community development, and utilities. Past clients in California have included the Cities of Cypress, Gardena, El Segundo, Mission Viejo, Pasadena, Redlands, San Juan Capistrano, Stanton, and Stockton.
Previously, Ms. Tom worked for STAR Marquez, a nonprofit educational organization which provides enrichment programs to kindergarten aged children in public schools. During her time at STAR, Ms. Tom managed multiple enrichment programs. Ms. Tom also was the Citibank Summer Research Intern for United Way of Greater Los Angeles. She was responsible for researching the unbanked and underbanked population in Los Angeles for Citibank.
Ms. Tom has a Master of Public Administration from the University of Southern California, and a Bachelor of Arts Degree in Art History from the University of California at Los Angeles. At USC, she was the Marketing and Fundraising Co-Chair for the Graduate Policy and Administration Community (GPAC). In addition, Ms. Tom is a member of the UCLA Prytanean Alumnae Association, serving as the Benefit Chair, the Scholarship Chair, and is presently the Second Vice President of Membership for Prytanean. Ms. Tom’s volunteer interests include fundraising and marketing.

Richard Kaplan joined the Alliance Resource Consulting team in 2005 as a researcher and analyst. Throughout his tenure with Alliance, Mr. Kaplan has worked on a multitude of recruitments from all areas of the public sector. Mr. Kaplan has an exceptional track record of thoroughness and professionalism in candidate sourcing, background research and in general recruiting.
Mr. Kaplan is a graduate of Northwestern University with a Bachelor degree in History.
Geoffry Gambling started his career at Alliance Resource Consulting in 2006. He began his tenure with the company as an Administrative Assistant. In 2007, he was promoted to the position of Research Consultant.
Mr. Gambling assists in profile development, advertisements and background checks. He is responsible for our survey management system as well as client and candidate reports. Along with his special project responsibilities, Mr. Gambling also handles the technology aspects of the office, including candidate help desk issues, client user access to the database, as well as managing the resolution of any interoffice IT concerns.
Mr. Gambling has Bachelor of Arts in English from Chapman University.

Linda Kann joined Alliance Resource Consulting in 2008. Ms. Kann is responsible for profile, advertising and marketing graphics, preparation of proposals, marketing presentations, client reports and candidate sourcing and scheduling. In addition to her client responsibilities, Ms. Kann assists with contract management, budgeting and client billing. She provides excellent customer service to our clients and candidates. Prior to joining Alliance Resource Consulting, Ms. Kann worked in the fields of sales and marketing.
Ms. Kann is a graduate from California State University, Long Beach with a Bachelor of Science in Business Administration. Ms. Kann is also bilingual and speaks Khmer.

On Wednesday, July 27, 2011, Mr. Middleton passed away from complications that arose after he suffered a stroke. Mr. Middleton will always be remembered for his belief in the use of best practices, innovative technology and commitment of excellence to his clients and candidates. Alliance Resource Consulting will continue to honor our Founding Partner by upholding these values and continuing his legacy.
Prior to his career in executive search, Mr. Middleton spent 13 years with the County of Los Angeles and the City of Los Angeles. During his tenure with Los Angeles County, Mr. Middleton held various positions with the Chief Administrative Office, the County Sheriff, the Office of the District Attorney, the Department of Public Works and the Probation Department. While with the Probation Department, Mr. Middleton was instrumental in drafting legislation creating the 1996 Repeat Offender Prevention Project (AB 2447) an intervention and prevention program targeting at-risk youth. Immediately prior to joining MAXIMUS, he was the Senior Legislative Deputy to a Los Angeles City Council Member and served as the senior staff member to the City of Los Angeles Public Safety Committee. Mr. Middleton has also served as a member of the Los Angeles County Bar Association Juvenile Court Task Force, legislative staff to the Chief Probation Officers of California, and as a community member of the Public Safety Advisory Committee to Assembly Member Robert Hertzberg. In 1993, Mr. Middleton was recognized as a Los Angeles County Volunteer of the Year for his civic and volunteer involvement. Mr. Middleton also served as a Vice President of the Los Angeles Metropolitan Chapter of the American Society for Public Administration (ASPA).
Mr. Middleton was engaged in over 400 recruitments in most areas of general local government (e.g., City Management, Public Safety, Community and Economic Development, Social Services, Public Works, Finance, etc.). Mr. Middleton received a Bachelor of Arts degree in History from California State University at Northridge, and a Master of Public Administration degree from the University of Southern California. Mr. Middleton was very active in community outreach programs; he supported and provided workforce training to At Risk Youth through ACCORD Community First. He was a co-founder and board member of ACCORD. Alliance Resource Consulting will continue to support these community outreach programs that Mr. Middleton started.
In memory of Eric J. Middleton, the Eric J. Middleton Memorial Fund was established to honor his great service and legacy.
